Toronto and Region Conservation Authority
TRCA regulates development and activities within areas associated with natural hazards and protected features under the Conservation Authorities Act and applicable regulations.
A property may fall within a regulated area because of a valley, stream corridor, floodplain, wetland, shoreline, slope, or related hazard. A site can be regulated even where the proposed work is outside the mapped floodplain.
Where permission is required, TRCA may review building location, setbacks, grading, stormwater, slope stability, erosion, access, vegetation, and construction effects. TRCA permission may also be an applicable-law requirement for issuance of the municipal building permit.
Ravine and Natural Feature Protection
Toronto’s Ravine and Natural Feature Protection By-law applies within mapped protected areas.
Regulated activities can include injuring or removing vegetation, altering grade, placing fill, constructing retaining walls, changing landscape conditions, or carrying out building and excavation work.
RNFP review is administered by the City and is distinct from TRCA review. Some properties require both approvals.
Urban Forestry and Tree Protection
Toronto protects City-owned street trees, qualifying private trees, and trees within ravine-protected areas.
Construction can injure a tree without removing it. Excavation, foundations, grading, equipment movement, material storage, utility trenches, paving, and changes to drainage may affect trunks, branches, or root zones.

How do I know whether my property is regulated by TRCA?
TRCA provides a Regulated Area Search tool that can indicate whether a property may fall within its regulated area.
The map is a screening tool. The precise implications for proposed work should be confirmed through property-specific review and, where appropriate, consultation with TRCA staff.
Can a property be TRCA-regulated even if it is outside the floodplain?
Yes. Regulated areas can include slopes, valley and stream corridors, wetlands, shorelines, and other natural-hazard areas in addition to floodplains.

How do I know whether the RNFP By-law applies?

Toronto’s Private Tree By-law generally protects qualifying trees on private property based on trunk diameter, while City street trees and trees in ravine-protected areas are subject to their own protections.

Can construction injure a tree even if it is not removed?
Yes. Root cutting, excavation, compaction, storage, grade changes, paving, equipment movement, drainage changes, and damage to the trunk or canopy may constitute injury.
